      @@ValesAndTales as you mention and as it's a Dramatic Monologue then as per one of the characteristics of this genre the narrator should not associated with the poet or the author then I can emphasize that It is by no means possible that Thales and Samuel Johnson are the same person as it would then violate its own characteristic.

      There are few points to be considered
      1. London is not a dramatic monologue in the strictest sense although it has few characteristics of D.M.
      2. D.M delves into the in-depth exploration of individual psyche like my last duchess but here the primary focus is social critique
      3. Thales does not represent Johnson but Richard Savage, friend of Johnson who left London to travel to Wales.
