Crack is incredibly easy to make, it's litteraly cocaine and baking soda. Anybody with a basic knowledge of chemistry could figure out how to make create crack. It's not at all unlikely that some clandestine chemist discovered how to make it, and started the ball rolling. People had been smoking freebase cocaine for years before crack, and baking soda is a base so it only makes sense. You wouldn't need a government agency to "invent" crack. I'm not saying the CIA has never done really shady shit, but the idea that they just "created" crack and sold it into black neighborhoods is fucking ludacris.

Adjusting for inflation, that'd be roughly $300-400 an ounce in 1984. So $100 is not TOO implausible a price. Maybe it was super cheap when it first took off and then the price rose as demand skyrocketed.
