Is it not better to use some waterproof sugar cane buckets for saplings, which could hold humus with fertilizer, and collect and hold water for couple of years, till tree will be big and strong enough. Some big 12 liter bucket, made from oiled sugar cane, maybe additionally laminated with aluminum foil. After 2-3 years (maybe longer) this biodegradable material would set the roots free, to grow in all directions.

When few years ago it was a severe economical crisis in Portugal, the PM officially asked Portuguese to flew to former colonies to find work and money. They should incorporate biochar where possible too. It will provide a permanent hotel for the beneficial organism (myocharzil fungi). They need to take the 20% of the trees that die and convert them to charcoal and then to charge up the charchoal with the fungi and compost. That will make a noticeable positive difference.

The dung the animals produce is great for the soil and when they eat seeds, they do not digest many of them and it causes vegetation to sprout all over the place. In other words, culling the herds there to avoid overgrazing is a complicated and dangerous issue.

We know what needs to be done: starting from the coast (where the rain comes from) and continually expand the regeneration of the soil till the desert disappears beneath covers is a permanent fix. To be this late with understanding the contribution of fungi and mycelium says how far behind the learning curve they are. The irony? Regen began as a science in France with André Voisin.
I would turn the 20% of the dead trees into biochar (along with the bones of the animals that die) and make a narrow continual biochar path down the middle of the Great Green Wall.
