use petrol and a rag, it will melt the adhesive then it comes off

As it was a right state on the mot sheet how much did it cost to get it through ? especially as it looked like the DPF had been messed with that costs £££££

WD40 will get the last of the glue off

get a tar and glue remover from any cleaning/detailing company and that should get it off
