What would’ve been more creepy is that if they never put the guy’s announcement after the PSA. Like, they put up the PSA and then the channel goes off the air, just a black screen.
Wait, so, there apparently was a fire in the house while the mom & dad were away, & the girl ran off to look for her mom when she smelled smoke & heard her little brother crying. But was the fire in Steven's room, or the hallway, or somewhere on the first floor? (We can deduce that it wasn't in the girl's room.) And how big was the fire? Did the girl escape outside through her window, or was she able to go down the stairs? Was she burned or singed by any flames, & if not, how did she manage to avoid that? And how come Steven didn't get out in time? How did the girl manage to hear her brother's crying stop, if she was away from the scene? And if the kids apparently slept in separate rooms, why do we see the girl sleeping on the bottom half of a bunk bed, with the top bunk missing? Why was the whole house not burned down? And, finally, WHAT EVEN STARTED THE FIRE IN THE FIRST PLACE??!! I am SO confused by every single aspect of this PSA/PIF! Can anyone help me figure it all out?

Underlining the "your" sort of implies they're saying it's fine for you to leave other people's children alone at home.
It's almost like they're saying "Leave other children alone but God forbid you leave any of *your* children alone.".
The narrator even emphasises the “your”
I think it's more emphasising that it may happen to others but don't let you be one of them
"If it aint yours, then it's not your responsibilty"
