It's somewhat awkward to think of Brickell as though it were not part of the continuous downtown. But for historical reasons Downtown Miami has referred to the dense urban area immediately north of the Miami River near the bay shore. And Brickell is immediately south of the river near the bay shore. They really are just part of the same slice of city. We regularly walk from our apartment in downtown near the river into Brickell on the other side of it. Takes about 5 minutes from where we are.
I'm not an expert on that topic. But I'd say it's very safe in my opinion. Wherever you have cities you have some level of crime. Miami used to have a serious crime problem, but the stats I've seen make it clear that Miami is pretty far down the list of American cities by violent crime numbers now. And more importantly, Miami isn't one homogeneous space. By all accounts I can find, the downtown area is the safest part of Miami. And nothing is more downtown and upscale than Brickell. You may notice how there are cops everywhere in the background of my nighttime videos. That's one reason the area is so safe. Bottom line is that Brickell is very safe IMO compared to most large American cities.
