Yes, higher quality but lower framerate can be good in slow moving, low action scenes, but in action scenes like these, high fps would've suited it, even if it is done terribly here.

I love the small detail of the sonic weapon Rhodes has it makes the same sound as the sonic canons from the incredible hulk movie since those were also made by stark industries
In Iron Man 2, Justin Hammer and probably a few other techs and weapons specialists completely overpowered him with armor, so they probably create new models of War Machine armor in the same way. With the gentle help of Stark Technology, arc reactor etc. but the stark technology was rather already known in this military that they could counterfeit it.

It's just that in the comics, James is more of his own hero without Tony being around every now and then. In Infinity Saga, they made him the same as Falcon - a sidekick. Maybe Secret Invasion and Armor Wars will change it.

His mark 46 in the same scene has multiple backup arc reactors which are all the little lights you see throughout his body. However, he doesn’t actually put all of the newest tech in the war machine suits. A cheaper alternative would be a parachute which he did install in the spiderman tech suit even though that suit wasn’t even meant for flight.
Fire Hazzard if one parachute does not work, use 3. We have seen how compact tony can make a parachute fit inside a suit like in the spider man suit he gave to peter.
That sonic soundwave would have come in handy against 2014 Thanos in Endgame. Wanda would have likely succeeded in continuing to make Thanos's armor explode like candy poprocks had Rhodey's armor continued to keep the sonic soundwave feature.

Rhodes seemed to be working not just for thr US bit for the UN at the time, which was advocating for the sokovia accords, accords which wanted to limit the risks and liability of superheros. To that affect, they and Tony probably equipped the suit to have more equipment suited for urban environments and to be used against super powered individuals who didn't follow the accords. He wasn't, and shouldn't be, packing only extremely lethal munitions when confronting individuals in high risk environments or when they are only meant to capture them

Yes, let's have Rhodes fire a tank missile at Hawkeye and blow him in half in front of everybody. The airport battle was not personal or serious, they were basically just trying to subdue each other. The only people in Civil War that actually wanted to kill each other are Black Panther trying to kill Bucky, and Tony trying to kill Bucky.
