I know some who only make 1.2X the prizes value and in missouri where I live you can legally set it up to 4.5X. But if no one is winning no one will play so for the most part they stick with 2X-3X the prize value

The game is rigged. It's clearly written in the owners manual page 6 and 7. Each lane can be manually set and the default is 1 win per 700 credits up to 9999 credits. You can even set the upper deviation so the game automatically goes up by a certain amount of millimeters after you release the button.
