The issue with 'the Devil' is that we need it to survive; we need it to protect our families from monsters. It is good for the sheep to turn away from it, but the shepherd must contend. The key is to know yourself, and always remember that it is an illusion, not who you really are.

The way I take it, he's talking to the sheep of the faith, not the leaders. It's good for sheep to follow the leader and not react to fear, but leaders know that what we fear must be contended with in order to keep the flock alive. The fact that you see this, that you have doubt, indicates to me that you are the leader type.
