A lot of people overthink Gus‘s reasoning for murdering Victor. The answer is very simple. He was angry and he wanted to send a message, and the only person in that room who was expendable at this point was Victor. He wasn’t going to kill Mike, and he wasn’t going to kill Jesse or Walt. I don’t think it had anything to do with what Victor did at the crime scene or the fact that he was starting a cook. I think the answer was just Gus saw him as expendable.
Gus “sending a message” was never really a main reason he’s done anything before, it probably was that he was seen at the crime scene and was trying to use the lab equipment unordered. So send a message was just a bonus reason of killing him not the main ones.

@ there is a scene after Gus is interrogated by Hank where he looks at a wanted poster for Victor because he was at the crime scene, and it seems to heavily imply that that’s why he killed him. It’s very out of character for Gus to murder someone for no reason revenge or otherwise.
