It's YOUR job to keep your surroundings clean, not the damn government's. People should learn to behave like civilized humans and stop littering everywhere in the first place. If they do that basic thing, then the government won't have to clean anything besides emptying garbage out of dustbins and dumpsters into garbage trucks.

I saw a dolphin at Varanassi, in that foul, stinky river. It was ghostly white with a coke-bottle nose. For years i have told people that Ganges dolphins where white but I just watched a documentary and they are grey. the one I saw must have been an albino. That is a very magical animal!

There are now many Sewage treatment plants installed around the whole city. Varanasi water is now comparatively cleaner than its downstream. Still not directly drinkable, just like other mass rivers.

But if you really know something about environment then that whitish appearance in the air is called the "mist" which is visible during early morning hours.
