I heard people say, it means the % of people who have buy that particular product and come back to repurchase.
Others say, it means the % of people you order and return that particular product.
Return rate is the percentage of people that bought a product and came back again to repurchase. It is one of the qualitys a good supplies must have and it must not be below 35%

It really depends on you. If you are good with calculating landing cost, you can add the shipping cost
