i copied my virtual console version of pokemon yellow and pokemon crystal from my 3ds after purchasing them and dumping the romfs via citra then i rooted through the game files for the roms. the rom for pokemon crystal for example was named "CGBBYTE1.784" you had to change the rom from a .784 file to a .gbc file for it to work in mgba.
Same in Australia. If you purchase a game for yourself and lose it, then you are allowed to find another copy. Conveniently, newer systems like the Nintendo Switch simply give you a code for an online download of the game to comply with these laws which, as you said, exist in the US and other countries.

did you misspeak? you said that writing past 8kb would normally cause it to wrap around to the first byte. but then you said if it wraps around to the first byte the anti piracy screen plays. i may have misunderstood something
i believe he said on a normal game cartridge, the save file is really only written to in a normal way so it never writes past that 8kb boundary. however, when the game is copied, some cartridge copiers will write past that 8kb boundary and thus trigger the anti piracy screen
Puggsy did a Similar Anti-Piracy measure. It used Passwords to act as "Saves" but it also did write to SRAM. Normal Cartridge, had no SRAM. If the SRAM was found on a Copy Cartridge, then it will trigger the Anti-Piracy code. The game would play just fine, until it hit a later level saying "Alright. You have had your fun. Now, go buy this."
I have always wondered if you could attempt to speedrun some other snes game by starting in super mario world, then doing enough arbitrary code execution that the game entirely resembles some other game
Although I think they gave up on it due to the complexity of the project, but someone once worked on a Pokémon Emerald TAS in which the goal is to perform ACE and basically recreate the entirety of Pokémon FireRed through ACE, albeit with Easter Eggs. Yes, Pokémon Emerald has ACE.
