It's not a community contribution setting, but on the computer version : "creator studio->video manager->videos->edit (on each video)-> subtitles->automatic. But yes, it seems that it doesn't work on every video on my channel too... It's pretty strange... (so you 'll have to transcribe every holy word of The Cure! lol ) ;-)
