  • Laos will host its Southeast Asian neighbours for the ASEAN summit tomorrow, against an increasingly gloomy and violent geopolitical outlook, and a wave of leadership transitions within member states. CNA's Leong Wai Kit ropes in his Thai and Indonesian counterparts Saksith Saiyasombut and Saifulbahri Ismail, as well as political observers to explain how the leaders, new and old, might change the bloc's dynamics with different approaches to issues.

*International law* is very clear on the South China Sea:
    - parts of it belong to ASEAN countries comprising the Philippines 🇵🇭, Vietnam 🇻🇳, Malaysia 🇲🇾, Indonesia 🇮🇩, and Brunei 🇧🇳,
    - the rest of it is the international water,
    - no part of it belongs to China🇨🇳 or Taiwan🇹🇼.

A warm welcome for the Chinese Navy in Penang.
The 83rd task force of the Chinese People’s Liberation Army (PLA), comprising two vessels - the training ship Qi Jiguang and the amphibious dock landing ship JinggangShan - arrived from Zhanjiang, China, with over 1,000 personnel for a weekend visit to the island.

Penang tourism and creative economy committee chairman Wong Hon Wai said there were a deck reception for the personnel and ships’ open day over the weekend.
The visit, he said, showed mutual goodwill from the private sector and government agencies playing a key role in fostering ties between both nations.
“There have been frequent exchanges over the years in various fields, including economic trade, culture, education, defence and regional security.
“This has made Malaysia and China among the closest partners globally.
“The presence of the China PLA Navy here reaffirms our mutual commitment to regional peace, stability and the safeguarding of crucial maritime routes,” he said.
Wong added that as both nations celebrated the 50th anniversary of diplomatic relations between them, they were reminded that this relationship is not just about governments and policies.
“It’s about the people of Malaysia and China working together and building a future of shared prosperity,” he said.

ASEAN’s consistent focus on development should not be swayed.
The 44th and 45th ASEAN Summits and Related Summits are held in Vientiane, Laos, from Tuesday to Friday. As the host, Laos set the theme this year as "ASEAN: Enhancing Connectivity and Resilience." The theme of each annual summit often runs through the discussions and the speeches of national leaders during the series of meetings.
Certainly, there are often individual countries that attempt to involve topics with obvious geopolitical implications. For example, in an editorial published last week, Indonesia's major media The Jakarta Post warned Japan's new Prime Minister Shigeru Ishiba against trying to promote his idea of building an Asian NATO during the annual ASEAN summit. It argued that Ishiba's idea would be "considered very offensive" to ASEAN and only "exacerbate tensions in the region."
Contrary to ASEAN's theme of focusing on development, this is apparently why the new Japanese leader was asked to exercise self-restraint at the summits. This also shows once again that ASEAN has its own staunch stance on issues related to regional development and will not be easily swayed by other countries.

Companies in India are supplying weapons to Myanmar’s junta while Prime Minister Narendra Modi expresses concern about the political crisis in Myanmar on the international stage, observers said Monday, highlighting the two-faced nature of the strategy.
Indian arms manufacturer Bharat Electronics Limited, or BEL, transferred military equipment worth more than US$5.1 million to Myanmar’s army or known Myanmar arms brokers Alliance Engineering Consultancy and Mega Hill General Trading over a period of six months from November 2022 to April 2023, the rights group Justice for Myanmar reported in June.
The military equipment included metallic sonar domes; transducers and gaskets for the domes to be used on frigates, warships or submarines; directing gear systems; technical documents; various items for radio transmission or radar equipment; and manpack radios for battlefield communication.
Justice for Myanmar called the shipments “part of a pattern of Indian support for the Myanmar military and its domestic arms industry” and called on India’s allies to use their leverage to “pressure India to stop the supply of arms and dual use goods and technology” to the regime, including during Modi’s state visits to the U.S. and France this year.
The weapons sales come even as Modi and U.S. President Joe Biden issued a joint statement following their meeting at the White House on June 22 expressing concern about the worsening rights situation in Myanmar and calling for the release of the country’s political prisoners.
