I'm not kidding when i say that i had more powerful computer than anyone in any Soviet polytechnic university and by far, far in most institutions you would think needs computers in around 1986. In the entire country there were few that were about twice as fast of doing just instructions but mine was far more "wide" in the scope of what it could do. I had Commodore Amiga 500.... They were that far behind in tech. And why? Because IT research and computer programmers were not allowed to do actual research. They were all reverse engineering western tech, trying to replicate them and this chase had been going on for 25 years by that point. So, the idea of Soviet programmers doing research on neural networks is even more ridiculous: they weren't even given access to western papers about these kind of esoteric topics. They were not allowed to think ahead but to copy what already worked. And 1980s is when they really dropped the ball, it was fully stagnated field, there were no resources. The way it worked was that the west has a new computer tech, USSR uses 5 years to copy it and in that time the west doubled their processing power multiple times and since west have consumer markets dictating progress in this field, it was made for users of all kind. They got good, really fast when information moved from the consumers to the makers. Combine that with political scene that did not choose the best methods or people, you could coast on your "superior plan" fame and blame the workers for it failing for years and years, while the entire nations research is pushed back trying to make something work that was outdated before day one of the project started.... Soviets feared the idea of networked computers so there was also that: they knew that if people were allowed to connect more, they would learn too much. So this was one factor, all the way in the 60s and 70s. Some of the researchers were not stupid, there were drafts of how to connect every production facility and even home to internet of sort.. The moment politicians heard about the idea and that it also had "chat" of a kind, everything dealing with computers was suddenly a huge threat to the establishment. So not only were they forbidden to think ahead but to just copy, it was also deliberately slowed down process with resources constantly moved around.

They give it away, for free to people, companies use that research to find ways to implement it.

I have actually read papers from Russian scientists about neural networks from the 1980s. A lot of research was done in the field decades before we had computers fast enough to run that code on a large scale like modern neural networks with billions of parameters.

TL;DR: Comrade Glushkov had idea to create "soviet internet", he called it "cybernetics". It never got funding as the soviet nomenklatura was just conservative force, implementing it would shake the entire economy as it would become more efficient, replacing lot's of people, whose job was to report production from lower to higher level, with computers. Funny part is that USA was able to create internet because of governmental spending while Soviet union was not able (unwilling) to allocate governmental resources to create it. Publicly funded independent research is vital, you can look at all the advancements we have made and find a publicly funded research where people had several years to find something very elusive that they did not really know was there, without fears of executives, both authoritarian and private (that are usually autocratic or straight up dictatorships...). They give it away, for free to people, companies use that research to find ways to implement it.
