Alright I’ll be that guy. Probable Cause is a requirement for the police to be legally able to violate your 4th amendment rights (the right to not be illegally searched or seized). Probable cause and reasonable suspicion are what separates legal arrests from illegal arrests. Reasonable suspicion is when (for example) the police hear someone scream from inside a house, they have reasonable suspicion that a crime is in progress and can search the house

The P2P cooking method requires a chemical called methylamine, which is what was in the barrel Walt & Jesse stole. The usual method for cooking methamphetamines uses chemicals that are found in over-the-counter cold medicine. Meth cooks hire people called "smurfs" to go to pharmacies and supermarkets to buy the medicines, in small quantities so as not to raise suspicion. That's why Jesse was so agitated when Walt promised large quantities to Tuco, because it would be impossible to gather that amount of ingredients without raising all sorts of red flags. The DEA gets alerted if someone buys out the stock of Sudafed, which known to contain ingredients for a meth cook, and they investigate, so a smurf goes to several different stores to buy one or two packages at each. They would have to hire a LOT of smurfs to cover the ground needed to buy all the Sudafed required to cook the amount of meth Walt promised Tuco in the time frame he gave. So they stole the methylamine to use a different method, which Walt has put his own spin on (Phenyl-2-Propanone is actually inferior, and the fiction part of the show is that Walt has figured out a way to make it more pure than a Pseudoephedrine cook, and also blue) and is easier in their situation because they can get the chemical in bulk, whereas they don't know anyplace that has whole barrels full of pseudoephedrine.
