seems like the roots of Jewish Pacifism go all the way back! it may be that Moshe was admitting he was wrong for believing they would choose peace. Or perhaps he knew (from Edom who had refused entry to their own land) that Sichon & Og would never agree & would fight if they were asked to allow them through so there was truly no risk in asking. indeed perhaps that was precisely Moses way of provoking war by offering peace!!
