Do you have an address where a postal package can come? Then you can get pretty much any popular IC, because they are available online.
And yes, you could make one without ICs, for example using transistors.

@@Riv0x Look up simple BFO detector schematics. Pretty much all you need is the coils and capacitors to make the frequency generators, a piezo or whatever speaker, some resistors and a way to amplify the sound which can be done using common transistors, opamps or more specialized ICs, whatever you have lying around.
Build a simple BFO detector for practice, but don't expect it to have great performance.

Its Pretty cool, and its impressive what you can do without a circuit board. However I learned absolutely nothing. Cool to watch but not at all educational. Tbh. I don't get all these people who are super excited about copy pasting a circuit they don't understand.
