    the president's function is not to interpret constitutional matters. the only loophole he has is to file for supreme court to interpret it and not himself. he cannot be executive and judiciary at the same time. this is common sense

      What are you saying? He is mandated to tell parliament why he is not signing the bill into law, and so doing by backing his argument with facts from the constitution. A very strong argument
