Who determines/controls the bandwidth? Is it the ISP that tweaks this, or can the adjustment be made in the Access Point?

On the ISPs network, the ISP controls everything. On your private wireless networks, you get to decide which wireless standard (and therefore, speed) that everything will use.

I know you mentioned the SSID can easily be found through analysis while on the network.. but what if you can't get on the network? Can you still find out the SSID if you're not on the network and the broadcast is disabled?

The network is wireless, so your packet capture program will gather packets if you're anywhere near the access point. The SSID will still be transferred between devices connecting to the network, so it still relatively easy to find the SSID name even if broadcasts are disabled.
