what's this new way of girl singing that's gotten so damn popular, like, what do you call her vocal affect?
Its not new. Its around since girls or women started to sing bluesy stuff.
When it was not cultivated as a singing technique and just based on the way people sang, it was called a "voice tendered by life", "Storytellers voice" or "old soul voice". A voice that tells a story without singing words. Normally they sing pretty deep, a bit fragile or damaged and add a little rash on top of the tone sung at the moment.
Also men are singing like this for ages. Its just that it was not seen as a "girly" type of singing in earlier times.

Cheerok weird, to me it sounds i bit "baby-ish", i've listened to a lot of early music with storytelling, i.e. muddy waters, woody guthrie, but i wouldn't necessarily connect their vocal affect to Ruby Waters. It also doesn't sound bluesy to me either. Do you have a link to another youtube video to illustrate your point? Perhaps some girl or guy in the early days?
