It's hard to come up with a rule. You'll in the street, at the street, and on the street. These vary by individual speaker and region. At the street is less common and tends to pertain to the street's relationship to something else (like an alley). Turn left when you walk out the door. At the street, turn right.
Both are used. When you're naming the streets, you can say "at the corner of Third and Main" (on the corner would also be correct). By itself, "on the corner" is more common.

Cause you said both
