the 40 pin dip sockets on the IIe are Junk single wipe. First then you do is just reseat all the chips when it dont work that fixes it 80% of the time. its so bad i am in the prosess of resockting a apple IIe right now.
But all signal measured by oscilloscope seems to be normal but booting has not happen normally. The screen has full of @ and strange font and stay that screen. Please give me any advice. And i was wondering if you can share your email address to me, i will share my current status information.

It was pretty interesting trying to figure it out although it was pretty brute force just taking chips out until it booted :-)
Just got a 2e and having some problems. Does anyone fix these boards any more has a ram message 00001000
Thank goodness for socketed chips. I wouldn't be surprised if the sockets cost more than the chips.
I am already order IIe Enhancement Kit already. I will exchange four chip soon
Thank in advance
