You should try this but instead of using glue to hold the neck, melt the foot you cut off and use that as glue. It should stretch the same as the rest of the body (make sure the "glue" is thick enough; maybe do a few layers and let it dry for a few days)

Helium works best in baggy loose balloons with plenty of room to expand at a high altitude. More efficient than pressurization.
