This where if you're oppenents cause an infringement (in this case a knock on) but you instantly regain possession "advantage" is called by the ref, once you've gained a reasonable amount of ground the ref would call "advantage over" and play would continue as normal. If you don't gain a reasonable amount of ground due to play really slowing down or you were to lets say knock on yourself in between advantage (many more reasons just giving those two) the ref would stop the game and go back to the original area where the ball was first knocked on and you would have the scrum. In this hypothetical situation where the player Barrett did kick the ball into did cause a knock on (just saying hypothetical cause I'm not sure if it is) you are correct in saying it is a knock on, the only reason why the ref didn't stop play was because of advantage to help the flowing and not stop start.
