daily commute is something which raghubir does in his car daily so any sudden change and that too on daily basis in a bus will be a big NO , we need an option which is in midway and the change has to be slight so option E is a better option ... option E is also distorted if we look deeply but just for the sake of emission to be reduced it is a safe option.
The question is not talking about how the law will take matters into consideration. It is about what will give raghu more confidence about him and his SUV situation. With the lawyers having bought the SUVs it will give some reassurance to raghu as lawyers would definitely have more information about the norms and them purchasing the SUV still after that provides confidence

Yeah, Correct ans should be TQPSR but it's not in option so we have to go for another most appropriate choice which is present.
