Noel McCaffrey joins Rory O'Neill and Jacqui Hurley to discuss the motion his club Clontarf are bringing to congress.
McCaffrey's motion would mean inter-county players would have to play a minimum of four league games with their clubs in order to play in the inter-county championship that year.
The amendment also calls on club and inter-county games to be scheduled in such a way so as to allow the rule to be implemented.
McCaffrey - father of All-Ireland winners Jack and Sarah - says he is "fundamentally optimistic" about the motion's prospects at congress later this month.
