If they were unable to accommodate me as a foreigner, they should not have sold me tickets or taken me to the office, which wasted my time. I travelled for business to China, multiple times. Never faced any issues and people were friendly. One bad experience can happen once in a while, but cannot generalise based on that.

So basically the man only charged you 20p to take you to the travel agent when it's normally £1.2 (10yuan). The reason the tour refused to take you was because you were a foreigner, there maybe agreement between China and North Korea but as a foreigner it may not covered under such agreement. They worried if anything has happened to you that may cause an international incident. And you won't be able to understand language to follow the instructions closely. You should have made a better plan and to do a proper research before your trip. They refunded your money and took you back, in any other countries you may have to find your own way back.

After thoroughly watching the video, I can understand your frustration that a ride was cancelled because you're a foreigner. It seemed to you that they were targeting you but they are not. From their point of view, they are afraid of losing a customer on-the-way, because you cannot speak Chinese (so they are afraid to take that risk), even though that old men looked like he is screaming, but when watching the whole video, their tone of language is not angry nor racist because he was like "uhh..uhh" which means he doesn't know what the say in English. I personally have seen racist Chinese to foreigners (especially online netizens) they are not what you have shown in the video. They didn't look down on you or using any derogatory languages. The strange look just means, they don't know what to do with you which may intimidate someone, because if I were in your situation, I would be frustrated not knowing what is happening and suddenly my trip got cancelled.

As a Hong Kong Chinese, a lot of the time, i feel uncomfortable with Chinese ( as well as Indian ) nervous reactions towards change and abnormal situations, their behaviour came from high density and very competitive societies, making them have little patient in solving problems.

Russia is on a friendly basis with North Korea. So it's easy for Russians to enter NK. But for Indians, they will need a visa at a minimum to enter.
