Looks like 400.15-401 is Federal Use only. Can the radio be reprogrammed to 70cm? That would be a cool little project. Either make a ground based weather station, or buy a balloon and launch it again.
It can be reprogrammed. A friend recently launched his first balloon after reprogramming it. Here are some basic details he followed for a repurposed DFM17 github.com/mikaelnousiainen/RS41ng
