How can you access that as a US none citizen. For people living outside the US. Can that work for them ?!!!

Not many, but OCLS let people outside US to apply for paid library card for 3/6/12 months.

Some libraries will let you get a digital library card if you live outside the area but I'm not sure which libraries do you'll just have to check various ones I would check the bigger cities first they're the ones that usually do that. Other than that you should check your local libraries for whatever country and city you live in.

Yikes! I don't know. Do they have public libraries in China like we have in the US? I know they have university libraries but do they public libraries.
