Champ can have million dashes, invisibility and untargetability in their kit, but if their abilities deal 20 damage, this champ is completely useless. On the other hand you can have someone as simple in their design as Mundo, who is unkillable and does tons of damage.

Ultimate is karina revamp true damage, blink to enemy, reset cooldown if hero enemy die.... the only thing I would change is making Vex's w shielding scales with her damage or the # of targets she hits. Its in essence a Jarvan IV W, so the more damage she applies or the more people she hits, the greater the shield. Not just some recopy of an older ability.
Ehhh comparing her resets to other champs with resets is kinda extreme. Especially when hers is a fairly slow single target skill shot with a short duration that the target is required to die. Also, her reset isn't instant. It takes a full second or half second, I believe. As for cc... Most champs have cc...
