When I changed the coil on my 04 TJ, I loosened the dash with the steering in place. Then, I jammed a Grainger catalog between the dash and the windshield. It was enough room to pull it out and replace it. I never had to pull the steering or disconnect airbags. It also gave me a chance to take the AC evap out of the heater control box.
That would work but had to do some other repairs due to people not knowing what they were doing so it all had to come out. Compared to a VW dash this was a cake walk.

Ronnie, are you saying that you replaced the heater core WITHOUT having to remove the AC evap? So you left the AC in place?
What you are calling bolts, the rest of the world calls nuts. Bolts, studs and nuts are three different things
And I don't really care. I know what they are. And it doesn't make a bit of difference at the end of the day. The parts still come off.
