If he had thought out his plan further after this revelation he could have made it work. Take the humans he already planned to keep as tributaries and now breed them like cattle. Then, when it was deemed necessary they would be dipped. Repeat this process of pre mutant breeding until the master can use his hyper intelligence to develop an FEV that doesn't sterilise.

The girl voice is whenever he seems to speak something with positivity. The guy voice is when he talks negatively about something. So the FEV makes mutants imortal or at the very least halt the aging process as the doctors note describe. So why is them nit being abke to mulitply a bad thing? If you say get a popukation of 10 thousand that don't age you wouldn't want them to breed as the population would explode to rapidly. Set up sone vreeding camps with those incompatibke and hope they produce some good offspring if they don't reserve some good genes you know might work better and then breed them to replace the fallen nunbers since age isn't a propblem only force is. Also FEV is described to make you stronger smarter and immortal so it's a good deal just flawed as it has low yield.

I often come to rewatch this confrontation because I feel like this is what Fallout is in its essence. Everyone has their ideologies and beliefs that they will use to shape the wasteland but most if not all are flawed in many ways, with some being more flawed than others. But it is not just that for me, this also shows how dark and depressing the world of Fallout is, while at the same time showing how there is still hope which is why the last line resonates with me so much. Maybe I read too much into it, but hearing he say ''hope'' makes me feel like that even if he failed, even if the pre-war world failed, you still have hope and so does everyone else. And this is reflected in Fallout 2 and New Vegas where entire nations and empires have arisen from the ashes, and if they will still fall, there will always still be hope. I so badly wanted Fallout to maintain that message but with the release of the Fallout show I don't think it will. Either way I can still look back at one of the best villains to have existed, that is vastly underrated.

the master isn’t a villain, at least not in his own mind. he believes he knows what is best for humanity. only when proven wrong does he realize the error of his ways. in a sense the master is more like the player than we realize. we too will kill and murder to achieve what we think is best. the master is a lesson in humility, that we all believe ourselves to be the hero until we are proven wrong.
