Plutarch was freaking ruthless and the biggest manipulator in the entire series. He was a morally gray man and in certain ways, as bad as Snow. He was NOT one of the good guys. He simply (masterfully) played for the right team. But you know, someone had to do it. Without those sacrifices he was cold enough to make, the regime would have only continued. Arguably, he might be one of the best instances of a fictional character living by the phrase "the end justifies the means".

Corvus is physically very strong, even Cap cannot release Corvus' chokehold on his neck 4:12. If vision hadn't saved him, Cap would have suffocated to death, or even his neck snapped
