@@blah204 Croatia has a permanent -5% dev cost modifier from missions (Gosti guests). But more importantly, -5 years of separatism also from missions (Balkan Liberators). Also perma claims on all of the Balkans.

I can see how forming a stable Rome by 1600 as Ottomans, Spain, France or Venice is possible, but not any other nation, nor how Mehmet's Ambition is possible to do in a stable run

So Lithuania has this awesome and slightly over powered mission at the end of their mission tree. Where to establish a hegemony is 50% less. Its permanent as well.

After you form Rome you release a bunch of vassals to get the OE down then you hire every mercenary you can and slowly purge out the rebels. When the coalition declares, give them a bunch of land to further lower OE. That gives you 15 years clear and you can use all that sweat revanchism to help rebuild the country for next time.
