Right? It sure feels that way since it feels like the same story except it being on land instead of water.
I remember noticing the similarities between these two back when I saw FnF in 2001. Just like Cars, Doc Hollywood and Nothing but Trouble all have the same plot.
Point Break Is a better movie than any F&F film imo. Always found the franchise mostly corny overrated.

The earliest memory of a movie i was five years old and my uncle brought this movie home and i sat and watched it with him it terrified me😂😂😂 but 44 years later its my favourite film ive seen over a hundred times every version its definitely the top zomie move ever🎉🎉
