Subiaco Council quickly improves safe active street filtered permeability
มุมมอง 912 หลายเดือนก่อน
In mid-September 2024, I had a look at the filtered permeability setup on Keightley Road in Shenton Park with reps from WestCycle and the WA Department of Transport (who provided the funding to Subiaco Council for this construction project). My concern was that the concrete ramps through the traffic islands weren't wide enough - particularly for people riding tricycles, cargo bikes or towing tr...

Since my last visit, additional signage and maps have been put up along the route. However, it's clear that cyclists still don't understand where they are supposed to go. The maps should have been redone before another batch was printed - the detour route just isn't clearly marked. Maps should be cable tied back to back on poles. Pavement markings at key points might help - particularly some gr...

This is the first in a 4 part series showing cyclists and pedestrians how to navigate the latest detours around the Fremantle traffic bridge project work sites. My one hope with this series of videos is that someone important at Main Roads WA watches them and has an "oh heck" moment - action needs to be taken to sort out these shambolic detours before someone gets hurt. The detour along Tideman Rd to Stirling Hwy (using the footpath on the southern side) is absolutely fine. Detours around work sites are a fact of life that we just have to deal with. Ho...

Fremantle traffic bridge project detour - so bad, it deserves a Work Safe investigation (Part 1)

The detour routes around the Fremantle traffic bridge project have changed yet again - and this latest setup is a complete shambles. I'd be amazed if anyone tested it by riding it in both directions on a bike. The issues: 1. I only found one map - and it was behind two "path closed" signs. I had to cross the bridge from north to south to find it, and by then, it was too late 2. The colour choic...
Shenton Park safe active street - filtered permeability design

In general, the work that's been done along Keightley Rd and Evans St to build out a safe active street has been pretty good. However, no design is perfect, and the earlier that problems can be detected (and fixed), the better. Fremantle traffic bridge detour signal problem
มุมมอง 984 หลายเดือนก่อน
Why are the detours around the Fremantle traffic bridge work sites so awful for cyclists? Possibly because no one from the project is bothering to test them out on a regular basis. If they were, they surely would have noticed that one of the pedestrian/cyclist lanterns at the corner of Beach St and Queen Victoria St is facing the wrong way - it's been rotated 90 degrees. This is very obvious if...

The construction of the safe active street along Evans St eet and Keightley Road in Shenton Park is progressing nicely - but there's just one problem (or two problems). The ramps in and out of Keightly Road Central are too narrow. A rail has been cemented into the middle of the ramp, and there's now insufficient room on either side of it for someone to get through on something like a cargo bike...

    Depends on which media you read, but might actually have cost over $150m Could build a hospital wing for that much? Or A few new schools? Could’ve just bolted on a cycle lane to the side of the Narrows Bridge…fairly common approach anywhere else. Interested in who paid for it, State of WA or City of Perth? Unlike in many world cities where a downtown CBD council also has to look after many (costly to manage) inner suburbs, City of Perth just governs the CBC area and adjacent Northbridge - collects massive rates from office towers and the entertainment district, looks after a very small population of residents, and (I’m told) has to give any (usually very large) surplus that’s left over to the State Government - who then distribute it to the other (what’d be called Boroughs in most places) suburban councils. And so there’s be a clear motivation for City of Perth to spend big on “statement” projects (note the random “art installations” along the foreshore!) to eat up the money….so don’t have to give it away. A chance that’s whats happened here. I’ve ridden across the bridge now many times - very nice (easy gradient, wide, seperate lanes for bikes and pedestrians) - but no way did it need to be designed so fancy. Like the similarly extravagant Matagarup foot / bike bridge 5 mins up river, once you’ve seen it once the novelty wears off - it just becomes “functional” . Is definitely more longevity in a new hospital wing!

    Regular casual social rider, live in northern suburbs, usually “bike rack” the bikes to the river for a scenic weekend ride. Today was my first time using the local section of the Mitchell freeway PSP….on at Hester Ave (Mindarie, Quinn’s Rocks, Clarkson) intersection, head south, under Neerabup drive intersection, off thr PSP at Burns Beach Rd (for Kinross, Burns Beach, north Joondalup) intersection. Pretty decent. Probably a lot newer than the sections you rode, built at same time as that part of the freeway, so a consistent style - not a squeezed-in retrofit. - good bitumen, wide lanes, clean surface,, no overhanging trees (well, no trees…) - few pedestrians (they don’t appreciate panoramic views of a freeway….!) so bikes have it to themselves - as you spotted, quite hilly… PSP is built higher up the embankment and follows the lie of the land, whereas the freeway benefits from having been flattened out more. Southbound from Neerabup to Burns Beach intersections is pretty much all uphill. - bike signposts were good at the main intersections but no signage at the other minor bike lanes leading off it directly into each suburb - the bike lane intersections local roads were good - the local lanes link directly into the PSP from either side of the approach road, and the PSP runs in tunnels / underpasses under those roads…. So no traffic-accident risk getting on or off the freeway PSP - the bike lanes leading to / from the PSP from the suburbs were pretty good too. Hester Ave is City of Wanneroo, whilst Burns Beach Rd is City of Joondalup….for once, CoW (often quite scruffy) wasn’t shown up by CoJ (tends to look notably tidier than its northern neighbour). Mostly concrete but clean and overhang free, and separate from the road (no need to use the roadside “gutter” bike lanes). Both could do with more / clearer signage on the floor that they are shared paths ….not just pedestrians. And crossing the intersections along those roads is back to the usual way, no fancy underpasses like the freeway PSP has Definitely very useable and safe for a bike commute towards the city or for some traffic-free exercise

    It always sucks when stuff isn't (realistically) repairable. I mean, there'd be very few 2010 model cars or motorcycles where you couldn't replace a suspension arm. Bikes are just assumed to be single-use, unfortunately. Btw, nice beard!

      I know - you'd think a part like that would be used on models over a number of years to reduce manufacturing complexity and cost. Maybe manufacturers are in love with change in order to make the next model look different? I don't know. The beard just sort of happened - a mate has been egging me on to just let it grow, so we'll see how that goes.

      @@baybugcanadabaybicycleuser915 As far as I can tell it looks like frames are redesigned completely for each new model most of the time. Also, suspension components are considered part of the (proprietary) frame until you get up to the really expensive downhill MTBs. Sometimes I suspect cheapo bikes reuse old frame designs but in less costly materials, so the steel Kmart BSOs might have the frame geometry engineered for alloy MTBs in the '90s and early-'00s -- I can't prove this though.

    Nice improvements. However the kerb profile that is suitable for cars and trucks is not appropriate for bicycles. Pedal strike on the kerbing can be prevented by employing a kerbing profile similar to where driveways enter the street. The pedals on touring bicycles are within 60mm of the ground at the bottom of the crank rotation. 100 mm high kerbs represent a safety hazard that does not need to be built into the infrastructure.

It’s a no brainer to make the necessary hard surface and obstacle upgrades to ensure this long term solution is robust and safe for all users including vehicles on shared sections. To summarise; engage with Local Government, drive coordinated improvements and either move/remove the offending bus s 11:33 shelter or install a path behind it! It’s not that hard to get this simple stuff right first time!!! How about kicking off a public cycling risk register so that in the event of accidents or injury there is a record of it being a known defect. A 1km detour is fine - that's easy to deal with. However, poor safety and communications is not something that we should just be expected to deal with - particularly from a project with a $450 million budget. They can do better. Main Roads did an excellent job with the detours for the Causeway bridge project - why can't they deliver to the same standard with this project? Above all, this is a safety issue. Toughening up isn't going to help anyone who gets run over by a truck.

      I've been in regular contact with WestCycle, and they've been trying to get these videos in front of managers at Main Roads who are senior enough to get something done about it. I've worked in several large bureaucracies (govt and private) and I know how hard it can be to find the right people who can make things happen. You need to find the people who have the authority to make changes and who also have the will to make those changes. There's an enormous amount of inertia and resistance to change in government departments, and the desire to avoid blame or deny the existence of problems is often greater than the desire to acknowledge and then fix problems. These videos present them with a problem though - they are undeniable evidence that a problem exists and that they aren't doing anything about it. Do any of those managers want to front a coronial inquiry or Work Safe investigation and explain why they took no action once they were made aware that a major safety risk exists?

    It looks like there would be plenty of room to make that coned-off lane into the detour. It would be obvious and intuitive for everyone concerned so compliance would be high. Apart from the parked ute and the signs I can't see anything in the lane that would prevent it. Of course, they might be planning to dig it up and resurface it which would make it unsuitable, but at least from this video I can't see why they would send people over to the other bridge.

    • @baybugcanadabaybicycleuser915
      @baybugcanadabaybicycleuser915 3 หลายเดือนก่อน

      I think they coned off that section to create a work site entrance to the north eastern pad (where they have one of the four cranes). You can see that entrance if you are silly enough to ride over the bridge and have time to look for it (I only spotted it afterwards when reviewing the video at a more leisurely pace). It's designed to create a safe entry and exit from that work site. I don't think anyone bothered to think about what that would do for the safety of cyclists and pedestrians. I doubt they want the hassle of managing cyclists and pedestrians moving across that work site entrance. They've done that successfully at the Causeway bridge project, but they had more space to work with (and they built a new shared path to create a safe crossing route).

    What is wrong with ringing them and telling them the issue? Easy to do. It was possibly clipped by a truck, since it is on a bracket that acts as a pivot.

    • @baybugcanadabaybicycleuser915
      @baybugcanadabaybicycleuser915 4 หลายเดือนก่อน

      I sent them an email - they fixed it the next day. It may well have been clipped by a truck (but if that was the case, it might have been dented or twisted in the process of being swiveled around. I've hit things with trucks, and some damage usually results). But the point here is that if regular checks or inspections were being carried out along the detour route, this would have been detected and fixed immediately. Instead, it's been like this for 2 months or longer. That's entirely on the bridge project team and the people doing the traffic management.

      PS - I've learned that you never, ever call a road authority. You always put your issue in writing. I've had too many instances of phoning in and having my issue mysteriously fail to be logged into the system. They can't deny the issue if it's in writing and there is a video showing the problem.

    Its not rocket science and even a local government engineer should be able to nut this out without having to engage an external traffic management engineer. Although from what you highlight I could be wrong on this occasion🙂

      The site is about a 10 minute bike ride from the council offices - if that. It's not like a site visit would take up an entire day. You could walk there in under half an hour.

    • @baybugcanadabaybicycleuser915
      @baybugcanadabaybicycleuser915 4 หลายเดือนก่อน

      Agreed. But even if that was the case, it should have been picked up on a daily or weekly inspection of the detour route by someone from the project team. Clearly, such inspections aren't happening - or they aren't being done very well. The point is that they need to start doing regular inspections and doing them properly.

      I want the site safety manager to check the detours on a regular basis. They're really terrible, and they need improving. This clearly shows no one is bothering to do checks on a regular basis - if at all.

      I know that with the Causeway Bridge project, there is at least one person on the project who cycles - and that is the reason why the detours around that project have been first class. If the detours are terrible, it means no one from the project team is walking or cycling around the site.
