I don't know it anyone explained it to you, but basically the ghosts were representing a KKK reference, where the Ku Klux Klan used to cover themselves with white sheets/blankets and white hoods. And the "Chamber of Commerce" is what the KKK used as a cover name for their organization.

For those that don't understand the reference with ghosts (with bed sheets) and the KKK, look up imagines of ghosts with sheets and the KKK and compare the two. It was joked that the KKK members would take their own bed sheets, cut holes into them, in order to do their vile deeds. It is sad that such an organization STILL continues to live on here in the States. Maybe someday the members will see the error of their ways and just leaves that vile group. It doesn't deserve anything, just to fade away in the history books for the evil it was.
