One shot every thing in over world. That bascially impossible even for mega whale. Reason that there are some enemy always have their shield up or some enemy always go to second phase. Most of the time people saying that they one shot every thing are usually use thier full team set up to do one big nuke damage. Even though that they did more then 1 hit to this boss over times and usually those boss are in their stun/weaken phase.
