Bhutan has fallen on the media index and has risen on the corruption index , though the media in Bhutan claims the right to information , most information are on public forum from jobs to tenders etc though right to information is limited when it comes to official secrets acts , just as is normal with international standards. Bhutan on the other hand should scrutinise the media itself as the rights and privileges enjoyed by the media and media personals have been compromised in Bhutan . Media house seem to have been taken over by immigran and refugee people and under the guise of media has constantly ( can be verified by news articles and angel of articles for the past 10 years ) conducted its self to undermine Bhutan political economically and socially . And though it has come to light from conversations in Dharmsala and Nepal it is not the refugee Tibetan people residing in Bhutan that is trying to play off political parties against one another another but by media house not acting under the norms of journalism but has been activist. They have also tried to play off east vs west by creating an artificial difference , lam drukpa kinley and zhabdrung did not come to the east as the east was already following tshampa garey, one of the founders of the drukpa school. And though Bhutan has a proud history and share cultural similarities with its Tibetan neighbour they are predominantly from the druk school and niyampa school , both schools that were chased out by the gelugs ( one can check history) with the help of first the mongols and then the Chinese , that is why gelug school still recognises that Tibet is part of China since the gelug school was established and fostered by the mongols and Chinese help, But in today context with Bhutan the Tibetan refugees seem to be getting the blame for trying to play off the east vs west and then blame it on the south ( with the logic that they have done it before) by vidos shown by the Nepal: Dharmsala trained monks , and it is no secret that the karmapa from the gelug school who had no right to recognise or interfere with Bhutan did so by recognising a zhabdrung with the primary aim in coursing confusion and rift between the people and in undermining the monarchy and dharshan and constantly u demoing Bhutans economic and social progress by attack from the media and people within the government pulling the plug and stopping all developments And as to date In the past ,Tibetan refugees have operated in the notion that discord between the religious , unemployment and economic strife and then blaming it on the south they will replace and sit in control of Bhutan in the premises that they cannot go back to Tibet therefore will establish a new gelug state in Bhutan, by replacing both the monarchy and dartshang ( by superseding the dartshang by recognising zabdrungs. ) and also by going through economic downturn and stopping of all developments works by half Tibetan within the govt of Bhutan has created this artifcal crisis, with this back ground the Dalai Lama and even the elected govt in exile has accepted the subterfuge moves but in good faith by the dalai lama himself has gone on to even send his sister to Bhutan to tell the Tibetan refugees not to conduct themselves in such fashion but to live harmoniously but some refugee individuals refused to adhere to the instruction of the Dalai Lama or even the government in exile but instead shifting and claming to be under dzochen etc and even marry Bhutanese ladies when the larger Tibetan community whole heartedly accepted the Dalai Lama’s plea and instruction to live in harmony with their Bhutanese cousins. The Tibetan refugee community on studying th situation has found that within the Tibetan refugee community the refugees who had stolen from phagmo rimpochey ( femal) rimpochey when she was escaping from the chines was robbed by her attends and such attendees stayed in Bhutan , taking Bhutanese citizens while most Tibetan refugees refused to take Bhutanese citizen and but still residen in Bhutan as refugees waiting and praying to one day go back to independent Tibet and these people who stole from phagmo rimpochey and others tibetans fleeing the Chinese has stayed back in Bhutan under Bhutanese citizenship and refused to come to Indian or Nepal , this group has married Bhutanese ppl and are of half Bhutanese/ refugee Tibetan ancestory seem to have occupied the position in the Bhutanese govt and are playing by way of subterfuge all other communities and they seem to be linked to political parties through business ventures and partnerships sitting on the economic Bhutan but turning normal Bhutanese people into a captive market by sitting on the side of imports while stopping all internal agriculture or other economic plans , keeping Bhutanese as a import dependent nation . So to say it is the Tibetan refugees trying to play off diffrent groups and blaming the south has to be studied deeper as refugees don’t have voter card nor do they vote but it is more of the children of the Tibetan refugees who took Bhutanese citizenship and married Bhutanese people that are sitting in the govt So therefore it is first time to scrutinise the media itself and see their partnership and qualifications and retrospect on their article and propaganda itself and their links to political parties . Wikileaks TO PRESIDENT CARTER AND ASKED IF ANY DECISION HAD BEEN TAKENYET ON HIS HOLINESS'S REQUEST THAT 4,000 TIBETAN REFUGEES IN BHUTAN CONFIDENTIAL CONFIDENTIAL PAGE 02 NEW DE 21137 221352Z BE ALLOWED TO ENTER THE U.S. EMBOFF REPLIED THAT MATTER WAS UNDER CNSIDERATION IN WASHINGTON. HE SAID THAT NUMBER OF REGUGEES WAS ABOUT 3,600 INSTEAD OF 4,000 BECAUSE SEVERAL HUNDRED MORE TIBETANS HAVE AGREED TO ACCEPT BHUTANESE CITIZENSHIP. HE WAS VAGUE ABOUT POSSIBILITY THAT BHUTAN MIGHT FORCIBLY REPATRIATE REFUGEES TO TIBET, BUT DID NOT DISCOUNT THIS THREAT. HE SAID THAT BHUTAN HAS BEEN INFORMED THAT THE DALAI LAMA'S ORGANIZATION IS DOING ITS BEST TO RELOCATE REFUGEES ELSEWHERE. IT REMAINS TO BE SEEN, HE ADDED, WHAT EFFECT THIS AY HAVE ON BHUTAN'S NATIONAL ASSEMBLY WHICH IS MEETING NOW TO CONSIDER THE REFUGEE ISSUE. 4. Walter Declassified/Released US Department of Review 20 Mar 2014 Sheryl P. Walter Declassified/Released US Department of Review 20 Mar 2014 WAS FROUGHT WITH GRAVE DANGER, THE KING SAID. "A SITUATION HAS ARISEN WHEREBY THE TIBETANS HAVE CARVED OUT A STATE WITHIN A STATE, TAKING THEIR INSTRUCTIONS FROM DHARAMSALA, THE DALAI LAMA'S HEADQUARTERS." HE NOTED THAT SINCE 1964 THE TIBETANS HAVE BEEN OFFERED BHUTANESE CITIZENSHIP SO THAT THEY COULD BE MOVED FROM SEPARATE SETTLEMENTS AND INTEGRATED WITH THE BHUTANESE PEOPLE. BUT ON ONE PRETEXT OR ANOTHER, THEY HAVE RESISTED ASSIMILATION. WE HAVE PROOF, HE SAID, THAT THE TIBETANS ARE PAYING TAXES TO DHARAMSALA AND SEND REPRESENTATIVES TO ATTEND THEIR OWN ASSEMBLY THERE. THE SITUATION IS COMPLICATED BECAUSE INDIA IS NOT WILLING TO TAKE THE REFUGEES NOR ARE THE REFUGEES WILLING TO BECOME CITIZENS OF BHUTAN, HE ADDED. Wikileaks So again it would be for the benefit of the Bhutanese people and all Bhutanese communities if the government and the people of Bhutan first scrutinise the people flying under the radar of “media” and journalism and those already mixed refugee Tibetan/ Bhutanese and took Bhutanese citizenships and now working within the government apparatus and working under the media umbrella, Instead of trying to lay the blame on southern peoples and the Tibetan refugee community
