When Bulley Shah says "Avval aakhir aap nu jaana, Na koi dooja hor pehchaana, Maethon na koi hor siyaana, Bulla! shah khadda hai kaun" meaning "1st and last I recognize God, I recognized no one else, There is no one as wise as God, Who is standing before me"....He is now seeing himself ..... and yet he does not recognize himself becasue he has lost himself in the rememberance of God.......He does not recognize himself..... meaning Bulley Shah has reached full circle.... he has negated himself .... all he sees is God...within himself....."

Yeah thanks Kunal. You almost explained it. This song is basically against the caste system. Since he was born in Punjab and at that time the curse of caste-system was at peak. Bhulle Shah wrote many verses against the cursed caste-system. In this song, Bhulle Shah explains that he belongs to an upper caste which is Syed (descendants of the Holy Prophet Muhammad) and his peer is from a lower caste which is Rahi. Bhulle Shah is being criticized by the people around him for following a person from a lower caste. Bhulle Shah says upper caste and lower caste is a thing which is made by humans not by God. In reality an upper caste person is the one who is loved by God. Then Bhulle Shah says if you want to succeed in life become an ardent student of your peer's instructions and do not look at anything else.
