Pretty sure tiger stripes happen when you either don’t overlap with your surface cleaner or walk to fast with it , but I suppose speed could cause swirling as well. From my experience concrete is so porous that it takes multiple times running over it with the cleaner if you don’t chlorinate the surface .

I had a similar scenario but from the customer perspective; the guy quoted to cut and shape two hedges, but after completing said it was £x each when he had said £x for both. Well rather than argue, I paid and when he came back for repeat or additional work, I said "no".
