With due respect sir. May be ap nay cancellation of FIR or Quashment of FIR ko mix up kar dia hai. Cancellation of FIR magistrate of First class ki power hai k wo order pass kare jab k Quashment of FIR under art 199 of Constitution of Pakistan k under High court ki power hai.
