I bought a moisturizer and when I am splashing water on my skin after 4-5 hrs its just coming off what to do rest when I splash water in the mornings its ok

I bought a moisturizer and its very good but when I apply it it gets absorbed but when i splash water on my face after 3-4 hrs it just comes office idk is that usual rest if I apply at night and next morning if I wash it its ok what should I do ??
