i guess can, but u should use different WiFi library. if u using ESp32, u will need <wiFi.h>. But, if u using esp8266 u cant use this library

Normally when u update library for ESP32cam, its automatically added on your drive. But, u can download too by search on Google. Hope it answer

In this project, using local network so ESP32 and Android App should be on same network. But, if u want control ESP32 from far away using android app you should connect into some webhosting

if BLE connection, its different because we using http protocol communication. But, if u want to using interface from this one, its possible
