I think another thing that'd prevent Mike Ross from getting Dexter to walk free is that there is no premise in Dexter's case to which he believes Dexter should be free. He did, in fact, commit a crime and, likely, will keep doing so. If I made a list, I'd put Mike in the "put up a good fight" as a nod to his disposition.

To be fair Dexter isn’t that good at hiding it. Too many times do I think to myself this is where it ends bc of evidence left behind or circumstances but then it’s just brushed under the rug

The main/only issue with this for me is Doakes but I think it's realistic that Mathews would have not intervened since it was an FBI case so not for him to get involved in. Doakes did a good job making himself look guilty, for all Mathews knew he fled the country and would never be found. IMO Mathews is generally a good cop but he's also pragmatic and politically savvy, I think he knew quite simply he could not control what happened if he got involved it would be very chaotic. He simply let the situation play out and didn't make Doakes a martyr when he lost. Similarly/alternatively, he may have been trying to do something or simply been too late with what happened. I really like this theory and I think it elaborates on / explains Mathews' character further in how negligent / dismissive he often seems about the prospect of Dexter being something more. Even if he wasn't convinced, as a high ranking cop I think he'd still treat it more seriously when raised. He only agreed to help La Guerta investigate in S7 after seeing she was not going to drop it.
