Installed DC1040CL302 (input&output 4-20mA)to PRS(steam control valve which works on 4-20 mA input), set all parameters, bur it's out 1 is getting on.. off, on.. off. continuously, can u help?

Dear sir , after program run , we not change set value in local mod.please any suggestions.
To adjust the set value in the Honeywell PID Controller DC1040 after the program run in local mode: ensure the controller is not in "run hold" mode, unlock parameter settings, and switch to manual mode if required. Refer to the manual for accessing setpoint modification.

How can I set 124 A shut off
