Houston has always been an apathetic city in terms of culture. It isn't just murals like you are talking about here, but in nearly every other aspect like music, art, political movements, car culture, historical significance, etc. It has always been that way. I used to think it was the water when I was younger but really think it is the refineries that are spewing chemicals that make the people lethargic and apathetic. That's not to say that there haven't been individual innovators, movers and shakers, and leaders or small pockets of something culturally significant but as far as having a larger impact or a sustaining that to a growing or continuing movement it is always lacking.

I first heard of "7th Ward" back in the early to mid 90's in high school. Even back then I knew it was a made up name by looking at old maps of Houston. I think most people just kept calling the area Fleming and didn't give in to the fake name. I have no idea if they were claiming a color but remember seeing one guy with a black shirt with red letters ironed on that said "7th Ward" and "Fleming" underneath it.
