I have 2 of these and yes without the batteries they learn quickly mat = no trespassing. If the mat is gone however they very much go past. Over time turned off or no batteries they inch ever so over while stating out, then eventually maybe need to turn on once every couple weeks as a little reminder.
You can see she's willing to put up with a little discomfort if it means successfully getting into the garbage, but it proved too be a little too much.
